I need help in this question June 02 paper 4. I dont get it why there is no reaction in 4C(i) I calculate the E cell value it is positive so it should be there is a reaction.

There is no reaction because the E cell is negative. Fe3+/ Fe2+ magnitude is smaller than Cl2/2Cl-.
So, the overall E cell would be negative
