They probably have digital copies of the papers at CIE. There was a game called Half-Life 2 which had it's source code leaked months before release when someone hacked into the network of the company producing the game, so it may be possible in this case. Recently there was also the Playstation Network Hack where thousands of account details were stolen.

But the papers could also be behind lots of security and encrypted, so who knows.
