CIE grade thresholds

I found this on CIE's teahers support website and thought that u all would need it!
You can also estimate this year's threshold!

From Chemistry A2 document it says:
" • Student’s overall % is calculated as follows:
(Paper 4 Raw mark/130) x 76% + (Paper 5 Raw mark/30) x 24%"

I am just wondering why does it say P4 raw mark divided by 130. I mean the total mark of P4 and P5 combined is 130

I don't understand some of what that document is talking about. Right at the end it says overall A2 grade is applied to overall grade with this threshold. What's that supposed to mean?
