In ICT, you learn and I quote CIE '"more about the understanding of the implications of technology in society, including social, economic and ethical uses and awareness of the ways ICT can help in home, learning and work environments". Also "use common software applications to solve problems, including word processors, spreadsheets, databases, interactive presentation software, web browsers and website design. Learners analyse, design, implement, test and evaluate ICT systems, ensuring that they are fit for purpose. "
So, this is for people who are more geared towards working in an office as an analyst, making presentations and data models, etc.

In Computer Studies, you learn, and again, I quote CIE "appreciation of the range and power of computer applications and solve problems using computing; their studies include systems analysis, algorithm design and programming concepts". Also " consider a broad range of computer applications, to develop an understanding of the power and versatility of the computer and the benefits of its use, but also its limitations and potential disadvantages".
This subject is dedicated towards the people who want to become Computer or Software Engineers, or even Web Designers.

That being said, it does not mean you can't do one work while opting for the other. So even if you study ICT, you can become an Engineer or Designer, you can also become an Analyst or office working person by studying Computer Studies. These subjects just lay the foundation and make it easier for you to pursue the subject of your choice.
