Ofiical rules:
1.Bande Matram a national anthem sung daily in assemblies and schools. Bande Matram, a song in which degrading remarks were used against Muslims, was adopted as the national anthem and had to be sung at the beginning of each day.
2.Wardha(Educational) Scheme in this scheme

• Religious Study was banned.Muslim feared that their children might get away from their indigenous religion.
• Children daily had to bow down in front of a picture of ghandi.Which Was Against Muslim Belief(i.e Only bow down in front Of ALLAH). Muslim Saw this as an attempt to convert Muslim children to Hinduism.

3. Hindi was enforced as the official Language.

Unofficial Policies:
1.Adan Banned, If someone gave the Hindus would enter the mosque and kill the moazan,
Start Playing Music in front of the mosque and Disturb the Namzi and mozan both.
2.Muslim Were Abused And Killed.Organized attack were made on Muslim.Muslim was not able to attack or even defend themselves because the Hindus had the back of Govt officials and police so they were not afraid to have open genocide against Muslim.
3.Cow Slaughtering was banned,if someone did Hindus will gather and kill him because in Hindu view a cow is a Mata(Mother).

Actually this question will never come for 14 marks, it may come as a 7 mark question. The reason is because a 14 mark question demands comparison and evaluation there is no comparison of events in this question...

Btw, 3-4 solid points, followed by a good evaluation, are more than enough for a 14 mark answer, no need to list and explain SEVEN! Always remember time is money in history and islamiat paper...
