PPC measures the production levels of two commodities so the 'point' will move inwards as if unemployment was not there, the economy could operate at it's full capacity! So yeah, you're wrong :/

I was REALLY conffused but then I was like, it's a developing economy and it would be more concerned about reducing employment and implementing regional policy to reduce poverty than some external costs such as pollution? :/

External costs are related to consumption or production. One individual who migrates, might contribute to pollution.. and all of the increased population might collectively lead to pollution, but it's not much of a valid point. But the question was about the reason for their decision, which is to increase employment in rural areas.
