You will definitely lose marks because of that because the "sur" is completely useless in the sentence, even "la date est le 10 juillet" sounds a bit odd... You might also lose a mark for the capital J in"juillet", in french we don't write capital letters for the months of year.

Yes, they do... Last year a guy in my class lost marks because he wrote "je suis sur le bus" instead of "dans le bus"
