Grade Threshold Confusion..!

Ok.. So this grade threshold stuff has got me REALLY confused..
For example.. for the IGCSE exam of ICT.. the maximum mark for p1, p2 and p3 are 100, 80 and 80 respectively.. and so the they add up to 260.. however the threshold is give out of 300..!?!?!? HOWW?! plz help me..!
