Grade Thresholds? How do they work?

So, I am confused with this, because I see people say to get A*,, you need 90% but according to the Grade Thresholds, it's about 70% usually to get A*.

See the following GT as example:

To achieve A* in a particular Option, AX, u need 171/260 which is low.
So Let's say I get the following marks in the papers:

P1 - 27/40
P2 - 39/60
p3 - 24/30 <<< After Averaging the score which is on 40
p4 - 61/100
p5 - 20/30

These Sum up to: 171/260
So I get an A* with these? :S

I need to get an answer asap.

it depends on how many students have done well, and what is the average marks of the BEST students. If the paper was difficult, then obviously many of the students would have not worked so well, and the threshold will decrease... That is, maybe for a paper where you usually need 40/50 for an "A". you can score, lets say, 34-35/50 for the "A"...

Ohkay :D, According to the Chemistry June 2012 GT, the 171/260 is A* seems legit :D
