in this question they have given you the e.m.f (E) which is 1.6 with uncertainty of 0.1volts. to find absolute uncertainty of V/E you need to follow this method....(uncertainty of V/E) /value of V/E= (uncertainty of V/value of V)+ (uncertainty of E/value of E) i will do the first row as an example uncertainty of V/E=[(0.1/14.4)+(0.1/1.6)] *0.8 which gives you the answer of 0.7 for the first row. hope it helped=)
