cant understand the point in making scheme Q4 part (a) binds to receptors (on liver cell membranes)..

I don't think I understand your question properly but anyways I will try.
There are two types of hormone (at least that we need to know about)
1. Proteins
2. Steroids (Lipids)

Now, these hormones bring about the required change by stimulating a sequence of events and for this they have to bind to the receptors in the cell (similar to ADH binding to receptor in the collecting duct and the subsequent sequence of events). For protein hormones, their receptors are on the plasma membrane of their target cells while for the lipid hormones, the receptors are in the inside of the cell .
As insulin and glucagon are protein hormones, they bind on the receptors of the cell membrane of their target cell (liver)
