History confusion!

I have two confusions in history, I hope you guys can help out.

Firstly if there is a question like this:

"Geographical factors were more important than political considerations in the formation of Bengladesh.Do you agree? Give reasons for your answer.[14]

Now in such a question, do we only have to write about geographical factors and political considerations or can we include the economic factors as well? Because this same question occurred in my mocks and I wrote about all three political, economic and geographic and thus scored 13/14. But still, I was a bit confused so help me.

Secondly, see this question from past papers:

‘The promotion of regional languages in Pakistan between 1947 and 1988 has been
more successful than the promotion of Urdu.’ Do you agree? Explain your answer.[14]

Now after reading marking scheme I am satisfied with description of all languages except Urdu. Here is the extract from marking scheme relating with Urdu:

"Urdu carries immense importance for all Pakistanis since it has been
considered to be the language of all Muslims for 300 years. It was the
language associated with the Pakistani Movement throughout its
struggle with the British and the Hindus. After Independence it was felt
that the language was the uniting force behind the nation and the
government is committed to using at all levels in society"

Shouldn't we be writing about the development and promotion of Urdu? Like Urdu is the language in which schooling is done and there are many dramas, poets, books, university courses etc? Why have they written the reasons behind the establishment of Urdu as a national language????

First of all, who is the 'PeppGeakwax' Lol.
Secondly, biker, in questions like these, you need to elaborate on geographical factors the most. However, you must also include atleast two other factors, so in total you would have three factors for the partition of Bengal, so yes you may include geographical, administrative, social, or economic reasons for the partition of Bengal. It's best to write on only three well elaborated ones, so you don't have to worry about timing being an issue.

On your second question, the statement given in the marking key isn't definitive. This means your answers may stray as long as they depict your knowledge of the topic they ask you. The answer the mark scheme kind of provides an answer for the question asked. I'll explain it.
Look, they've given a bit of background information first, then they have attributed the second part of the answer which is
"After Independence it was felt
that the language was the uniting force behind the nation and the
government is committed to using at all levels in society"
to a bit of promotion in the sense that since it was used in "All levels in society" it indirectly means that it was used in novels, plays, televsion channels, etc and the list goes on and on.
So the fact that the government is committed to using it at all levels in society, indirectly highlights how they promoted it. They just haven't listed those ways of promotion, like novels waghera.

also u could write this that URDUs promotion has been hindered because of the use of English language in Pakistan which is used in schools and even the countries constitution is in english so Urdu has sufferred due to this while other regional languages have developed steadily. :D
