Which depth study are you doing? I'm doing Russia. I think the questions will be based on the Tsar since the questions in paper 1 concerned Lenin and Stalin.

No one can no for sure whether Stalin will come, these examiners can do whatever they want. But I doubt it will come since it already came in paper 1. At least not modernisation again, the power struggle could come.
I predict that it will be the Tsar since it wasn't in paper 1, but they could really ask about anything. I would just study up to 1923, and if you have time then go over Stalin.
