Got confused about the same thing but then I checked the formulas given on the paper . There was no value for "R" there. o_O

In equation 1 , N is the number of moles, R is the Universal/Ideal Gas constant.
In equation 2, N is the number of particles in the gas; k is Boltzmann's constant. (1.38 x 10^-23 joules)

So Basically for the right hand side,
N (no. of moles) x R x T
(no.of particles/ Avogadro Constant) x R x T
Since Av. number and R are constants, we combine them,
no. of particles x (R/Av constant) x T
therefore PV = nKT

K = R/ Avogadro Constant
