For anything to balance the forces acting in the clockwise and the anti-clockwise direction need to be balanced. So, the arrows towards the right and the left need to be of the same size. Secondly, by newton's third law of motion the upward and downward forces must balance otherwise there will be an acceleration. Therefore, the upward arrow needs to be the sum of the two arrows at the bottom. Don't get confused by the size of the box, maybe there densities are different! The point is that the anti-clockwise forces need to balance the clockwise forces if the pivot is placed at the centre. Hence, 'B'.
