in q10 its just convert the decimal no into binary no and then plot the points of the decimal no's according to the above given sequence...........

in part b.............
increase the sampling frequency and increase the no of bits from 4 to 8 or 4 to 10 to improve the signal quality............

*** I assumed that u know the binary counting for decimal no's...................****

Look some examples
1.bin no = 0001
deciman no = 1*1+ 0*2+0*4+0*16 =1

2.bin no= 0010
deciman no = 0*1+ 1*2+ 0*4+0*16 =2

3.bin no= 0100
decimal no = 0*1+0*2+1*4+0*16 =4

4.bin no= 1000
decimal no = 0*0+0*0+0*0+1*16 = 16

so look at the numbers being multiplied from left most it is 1,2,4,16,32....
u can also use calculator with base function
hpoe this helped

im referring to fx-991MS (casio)
you press mode two times then u see BASE written under which there is written 3 on the screen
BASE
3
you press 3.
now the screen shows a zero above which is written "d"
this is decimal numbers
now you write the no. u wnt to convert this is the decimal form
for example i write 39 and press the = button
then i press the BIN button (the log button is pressed and it has BIN written above it) and there you go!!!
the screen shows 100111 above which is written "b" for binary
you can convert this into HEX and OCT as well guys this is damn easy!!!!!!!!!!!! just give it a try i hope you all get me!
