Basically, if the frequency is 1.5 times the value, there are 1.5 x the amount of waves there was previously.. Same amplitude, just more bunched together.
The timebase would not need to be changed for B, as there is no more waves, just a change in amplitude.
The V/cm shows how much it is deflected for every voltage applied. Thus, you would need to increase it by a factor of 2, to 10, to have the effect of halving the amplitude.
