Should i take english 'A-level' or TOEFL?

They both are intended for different purposes. English language is harder than TOEFL so getting good marks in English language worths more. However, language doesn't have speaking and listening. This means people can't judge your speaking and listening skills through language. So you need to give TOEFL to apply abroad. When you are giving TOEFL anyway, why take language then? Thus, i would say take TOEFL instead of language.
However, if you wish to achieve something in English further in your life, then language is the thing you want to take.

Check out the requirements of the universities that you want to apply to. Usually, the English Language at AS Level is not required (It is not offered at the A2 level) but as destined said you will only find it useful if you want to do an English course in the future, and that too would require Literature and not Language because you have already appeared for it in O'levels. The requirements for TOEFL vary from university to university, so you better check that out.
