It's safe as long as you use the trusted ones such as CCleaner and the Disc Cleanup and Defragmentor that come pre-installed with Windows itself

CCleaner doesn't come preinstalled with Windows however it's one of the best cleanup softwares out there so you should probably install it. If you are using Windows Vista or 7 then there is also no need for defragmenting your hard drive as I have read that Windows does this itself. I'll link you to some articles to help you out.
