    Yes, the answer given in the marking scheme is wrong (since they did not divide the number of moles by 2). 2 moles of HCl react to form 1 mole of CO2, hence: Volume of HCl = [(25/1000)(1.5)/2] * 24 = 0.45 dm^3 = 450 cm^3.
