    Magnesium does react but slowly. In powdered form, the surface area increases so it would be able to react. That link says "Even finely powdered magnesium reacts only very slowly."

    Constant speed and changing velocity happens in circular motion, when direction is contantly changing. A free falling body reached a constant terminal velocity and zero acceleration when air resistance and weight become equal.
