every one wire has 0.005 resistance. Resistance for 800 m for each wire = 800 x 0.005 = 4 total R = 8 ohm cuz there are two wires V = IR = 8 x 0.6 = 4.8 total V = 16+4.8= 20.8 so minimum V is C .. -

The answer is B this is an experiment shown in the book and if you check the experiment out the the value of the emf of cell 2 and or any cell sending the electrical signal across the ruler must be known. Hope I helpd out :D -
