Final P42 MATHS doubts!

some help required with Question 9(c) of summer 11 paper 42

here is an answer from the marks scheme : 8a+4b+2=12 & how 27a+9b+3=30

i dont get how the other two equations are equated to 12 and 30 in the marks scheme
