Is it a sin to keep asking God for something that you cant get?

Istikhara is done when you have to choose between options that are Mubah ( won't be rewarded or punished for doing or not doing the action). For example, choosing whether to buy a BMW or Mercedes.
In my opinion, it's how you feel or choose to perceive it. You may think that Allah will provide you with what you want but after sometime or you are sure or feel that that what you ask is not good for you.

"The Prophet (sal Allahu alaihi wa sallam) said, “Allah the Most High said, ‘I am as My servant thinks (expects) I am. I am with him when he mentions Me. If he mentions Me to himself, I mention him to Myself; and if he mentions Me in an assembly, I mention him in an assembly greater than it. If he draws near to Me a hand’s length, I draw near to him an arm’s length. the meaning of istikhara is that if a thing is better for me let me have it
and if not then let it go far far away from me

What? But Rutzaba said we have to ask Allah to guide us with decision.

How will he get His advice? :/
sumtyms a dream... hinting towards the better ment or the wrongness of one thing
sumtimes the doors to one ioption will close and we will be lft wth nothing but the other option
