That's not how to percentile works. Percentile is set by looking at a cumulative graph that only 20% should be able to get an A and 20% people cross 31 for example so the percentile for an A would be 32!
And by the way every year thousands of people get 40/40 that doesn't mean the percentile is going to be 37!
