--Pakistan's agro-based economy dependent on river water . the headwork of these rivers were in India and both nations ended up claiming rights over this water . India threatened to stop this water and this was a problem as it would have resulted in famine and deaths , this issue was eventually solved by the mediation of world bank in 1960 . it gave control of eastern rivers ,beas, ravi and sutlej to india and the control of western rivers, indus, jhelum and chenab to pakistan .

--no experienced and trained staff , literacy rate 10% at the time of independence , shortage of properly qualified and experienced personels, running a government department was extremely difficult without trained staff
